Not too surprising because I've heard this before, but this is terrible news. Thousands of people in that region depend on those big rivers. Even in the US we have similar problems going on. It's not even a regional problem actually, it's a world wide problem that is becoming a huge issue.

Surely if they need the dams they can take into account the bio-diversity and human impact of completely cutting off the water to fill them. It may take longer but they could of lessened the impact tremendously by allowing 90% of the water by and using the left over 10% to fill the lakes at a slower rate.
