This is an interesting question. I think Larry will be able to give the best insight to this.
In my opinion, anyone should be allowed to collect fish but there should be regulations. The problem is, there is no way for them to enforce it. The local fisherman barely have enough money to survive, they definitely can't afford to pay fines. The Park simply doesn't have the resources to put enough staff in place to enforce the regulations. I personally don't think the fish collected for the hobby hurt the populations in the lake or the park. I think the problem is that you have people suffering from extreme poverty, they don't have boats that will take them all over the lake, their only source of income is the fish they catch. It's far easier for them to camp out on restricted islands within the parks boundaries where the fishing is easy... that is when the populations are thriving. I don't know if they don't understand what happens when you fish a specific place to the point of extinction, if they don't care, or if they have no other choice.
